City & County Governments
Police, fire, public works, and other municipal employees gain a no-cost workforce benefit. The city demonstrates direct economic support for first responders without a budget appropriation.
Tier 1 — Anchor Institution Benefit Framework
Dr. Discount turns the identity discounts retailers already offer to your employees — teachers, veterans, seniors, first responders, healthcare workers — into a verified, captured benefit. We do the verification, the routing, and the tracking. Your institution signs an MOU; your workforce gains a measurable financial-stability tool. No procurement, no integration, no employee cost.
The “eds and meds” literature on anchor institutions (ICIC, Penn IUR) describes cities, school districts, hospital systems, universities, and other place-rooted institutions as the most reliable engines of local economic stability. They employ tens of thousands of people, they don’t move, and their workforces map precisely onto the six populations Dr. Discount serves.
When an anchor institution signs an MOU with Dr. Discount, every eligible employee in that workforce can verify their identity once and begin collecting their Invisible Raise — the ~5% of annual income that identity-based discounts already represent. There is no employee cost, no payroll deduction, no enrollment fee. The institution’s name on the offering communicates: we recognize the gap between what we can pay you and what your work is worth, and we’re actively working to close it.
For the institution: a measurable workforce-stability outcome with zero budget impact, a values-aligned communication win, and an evidence base of aggregate (never individual) employee savings that can be reported to boards and constituents. For the employee: $100/month in captured savings — the empirically validated FINRA Foundation / SaverLife threshold for household financial stability.
The Tier 1 framework treats these seven categories as the institutional fabric of a city’s workforce. Each one signs once; the benefit reaches the people doing the work.
Police, fire, public works, and other municipal employees gain a no-cost workforce benefit. The city demonstrates direct economic support for first responders without a budget appropriation.
K-12 teachers, paraprofessionals, support staff, and (where applicable) students receive verified identity-discount access. District HR signs once; the benefit reaches every employee.
Nurses, doctors, technicians, and administrative staff — the people running 24/7 in your community — access verified healthcare-worker discounts at local businesses.
Students and faculty receive verified student/teacher discount access. Includes community college networks where the population skews to nontraditional and working-adult learners.
Seniors aged 60+ across an AAA service area gain a verified channel to senior-discount businesses they may not otherwise know about — addressing the awareness gap that leaves the largest discount cohort under-served.
Community institutions whose membership cuts across all six populations. Co-marketing the platform to members reaches a broad workforce footprint through a single relationship.
Active duty, civilian personnel, and dependents on base. Coordinated through Morale, Welfare, and Recreation (MWR) channels.
A 30-minute scoping call. We walk through your workforce demographics, the populations Dr. Discount currently serves, and which identity categories apply to your employees.
A short, plain-language MOU (no procurement, no exclusivity, no employee data exchange) describing the benefit, the privacy commitments, and the reporting cadence.
Your HR or communications team sends a one-page announcement to eligible employees. They verify their identity in the app or at a partner walk-in location. The benefit is active.
Quarterly aggregate report: how many employees enrolled, how much was captured, what categories of business were redeemed at. Never individual employee data — only anonymized totals.
Dr. Discount is launching in Spokane, Washington. We have identified eight Spokane-area anchor institutions as the prospect list for our launch cohort:
None of these institutions are signed partners as of this writing. They are identified prospects we are inviting into conversation. The first to sign on becomes the launch anchor and inherits the “Founding” designation on the public partner list.
If you lead HR, community impact, or constituent services at a Spokane-area anchor institution — or anywhere else — we’d like to walk you through the framework.
